Local 3200 Member Meeting

January 17, 2023

 Attendees: Dave Poole, Marilyn Maher, Cheri Sheets, Tyler Bump, Ruth McCall-King, Sue Colley, Kim Giffin, Carol Davis, Sandy Gekosky, Joey Walden, Pat Bungard

 President’s Update, Dave Poole —

 Dues are increasing by $0.72 and will now be $24.44 per pay. Dave will be sending an email out to all members. This increase comes from AFSCME International and is voted on at the international convention. 3200 pays the minimum requirement for dues.

 We are now being invited to new employee orientations, which are being held virtually. Dave has attended 2 orientation sessions and there have been 5 total Classified employees. Dave sends an email after the orientation with the contract, links, benefits of joining the union, etc. Regional office staff make calls twice per week to non-members to gauge interest in joining the union. Sue Colley asked about putting together a PowerPoint to present to new employees and if that would be helpful. Sue will start working on putting a presentation together because we present to employees at the end of a long block of time and want to leave a lasting impression.

 Sue Colley has accepted her nomination for Trustee and her term will end in September 2025.

 Dave gave an update on grievances. The grievance regarding Classified positions being changed to Administrative is going to a federal mediator which has to be scheduled. In mediation the goal is to make an agreement. If you go to arbitration, then the arbitrator has the final say. Joey Walden asked for a background on this grievance and Dave explained the history of the grievance.

 Sue Colley made a motion to approve the December meeting minutes and Tyler Bump seconded. The motion passed unanimously.

 Dave presented the December financial report. The report was approved at the Executive Board meeting on January 10. We received a dues rebate from Council 8, which usually occurs twice per year. 

 Marilyn Maher asked a question about a new hire who was hired in at the 25th percentile. Dave said he could look into the situation. Pay scales and raises will be negotiated in the next contract.

 HR reports will be addressed in Labor Management meetings because we are not receiving them consistently. There could be new employees who were hired a long time ago who were not able to attend orientation that we are not getting information about. This has already happened once.

 Carol Davis said she wants to restart the Communications Committee once things slow down for her at the end of the month. Dave said our website is requiring a login now for everyone and will only allow access to the “Contact Us” page. Carol will look into it.

 Kim Giffin asked about work being done on the new contract. Dave replied that this summer we can officially start negotiating, one year before the new contract starts. Dave recommended making notes on vague language, etc. that needs clarified in the current contract. We will be sending out a survey for contract input to employees also. Johnny Johnson may hold info sessions at the regional office. We expect health insurance and wages to be main topics.

 Kim asked about a job audit and whether those were being slowed down. Dave answered that they are not being slowed down, to his knowledge.

 Cheri Sheets made a motion to adjourn the meeting and Carol Davis seconded. The meeting was adjourned at 6:26 pm.

Local 3200 Member Meeting Minutes

December 20, 2022

Attendees: Tyler Bump, Marilyn Maher, Ruth McCall-King, Pat Bungard, Diana Coleman, Sue Colley

Marilyn Maher called the meeting to order since Dave Poole and Cheri Sheets were unable to attend.

Pat Bungard made a motion to approve the November minutes as written and Sue Colley seconded. The motion passed unanimously.

Ruth McCall-King presented the October and November financial reports. There were no receipts or expenditures other than less than $1.00 in interest for October and less than $2.00 in interest for November. The financial reports were approved at the Executive Board meeting on December 19.

Ruth spoke about Trustee vacancies. We have a vacancy for Carol Davis’ position, which is for 3 years, and Tammy Loper’s position, which is for 2 years. The time commitment is approximately 2 hours every 6 months. AFSCME International provides a checklist to Trustees for auditing the financial records of the Local every 6 months. The Trustees make a final report to the Executive Board and may make suggestions for changes. Sue asked, how can someone participate as a Trustee if they are on a regional campus? Ruth replied that the financial documents are on Google Drive so that Trustees can review them remotely. During the last audit, they held a Teams meeting so that Carol could participate. Sue said that she would like to submit her name for consideration for a Trustee position. The Executive Board will review her nomination at their next meeting in January.

Tyler Bump spoke about service awards. He and Pat prepared a budget to cover 2 years of service awardees (2021 and 2022). HR indicated at the last Labor Management meeting that we should submit the budget to Mark Heil and Colleen Bendl for approval.

Ruth said that the Athens Regional Office of Council 8 (in The Plains) offers several trainings and leadership board meetings throughout the year, which Johnny Johnson indicated would be open to all union members rather than just officers in 2023.

There was a discussion on how to get members more involved in 3200 activities as well as how to recruit new members. The union is now being invited to new employee orientations held by HR, but they are being held virtually, so we have to figure out how to get membership cards to new employees. Sue suggested creating a Welcome Committee. Diana Coleman brought up the challenge of engaging employees who are remote and how we need to think differently in how we engage people now than when the majority of employees worked on campus. Pat discussed how she engaged with new employees in her unit.
